Here is a brand new copy of the promo mini-expansion for Concordia by Rio Grande Games and Mac Gerdts.  This dual promo contains both the 8 Forum cards as well as the Navegador Privilege Cards.  This is new in shrink.  In the pictures you can see that the cards and rules are in German, but the other side, of both the cards and the rules are in English.
