The game uses the successful Triumph & Tragedy system which first did the European Theater. Game parts are one full color, mounted map board, 228 wooden blocks, two sheets of labels, two full color counter sheets, 55 action cards, 55 investment cards, three player aid cards, one pad of game record sheets, the 28-page illustrated rulebook, a 32-page illustrated playbook, and four 6-sided dice.
