Vintage Twirling Hats Board Game

Vintage Twirling Hats Board Game Vera Toys. I am unfamiliar with this game so not sure if it is complete.  There is staining and wear.  Plastic cones have some breakage on edges.  The number paper on bottom is currently stuck to bottom and there is one tear.  Box has lots of wear. Pictures should give good idea of overall condition.
